Main developments
Security threats persisted during the week, particularly targeting humanitarian workers. In Marka, Lower Shabelle
region, a WFP staff member was shot and wounded on 30 August, in a suspected failed car-jacking. The WFP staff
member is recuperating at the Marka hospital after undergoing surgery.
A 35 truck convoy transporting WFP’s assorted food commodities was caught in crossfire on 3 September,
between Bakool regional forces and TFG forces at a checkpoint in Baidoa, Bay region. Two people died and one
was wounded. Following the incident, the convoy is proceeding to various destinations in central Somalia.
Fierce fighting was reported on the morning of 3 September between Ethiopian/TFG forces and insurgents in
Mogadishu’s Wardhiigleey and Hodan districts. Unconfirmed reports indicate that more than 8 people were killed
and more than 60 others wounded. On 2 September, a roadside bomb targeting AMISOM forces detonated near
the UN compound, Medina district, Mogadishu, as the forces carried out their routine mine sweep in the area. No
casualties were reported, but unconfirmed numbers of civilians were displaced.
In Jowhar, Middle Shabelle, fighting between two different factions of the Islamic Courts Union (ICU) was reported
on 31 August. The fighting was allegedly a result of a dispute between senior ICU officers in the town, with one
reportedly supporting the Djibouti opposition group while the other supports the Asmara group. Following the
fighting, UNHAS cancelled flights into Jowhar. The town remained tense with people staying inside while the main
market was temporarily closed.
Humanitarian Response
Despite the insecurity that continues to limit humanitarian activities, aid workers continue to strive to respond to
needs. In Marka, WFP, in partnership with INGO COSV, started road works through a Food-for-Work project. The
project started on 1 September, with some 270 participants of whom 120 are female and 150 male. WFP has
committed approximately 200 metric tons of assorted food commodities to support the rehabilitation of a 14km
stretch of road from the airport, which becomes impassable during heavy rains.
The International Committee of the Red Cross (ICRC) supplied Kismayo hospital with three complete kits for
treating the war-wounded and 600kg of dressing material. In addition, ICRC organised the secondment of four
Somali medical staff and one ICRC doctor to the hospital in response to hundreds of people wounded following
fighting between the ICU and local militias in Kismayo two weeks ago.
The team started work on 29 August and
has since performed more than 160 surgical interventions (an average of 25 operations per day). The team will also
train Kismayo Hosptial staff.
In Laas Caanood, Sool region in Puntland, 300 households of IDPs in five villages benefited from a UNICEF
distribution of Non-Food Items.
Medecins Sans Frontieres (MSF) ceased its medical activities in one of its clinics situated between Wardhiigleey
and Hodan districts in Mogadishu.
A statement released on 2 September said that this is due to increased fighting
that has led to unacceptable security risks for MSF patients and staff. The clinic delivered essential health care
services to children under-12 years old and expectant mothers. Despite the closure, MSF continues to deliver vital
health care services in and around Mogadishu and throughout South/Central Somalia.
Consolidated Appeals Process (CAP)
The CAP consultation for Puntland was held in Garowe on 28 August, with an estimated 100 participatns, including
local authorities. The group developed scenarios and how they will impact on humanitarian operations in 2009.
They also identified priorities, access issues and solutions, constriants and how to adopt assistance to changing
environment. Work on the 2009 cluster response plans for Puntland was also completed.
Workshops have already
taken place in Somaliland and in Nairobi on South/Central. Forcus has been on defining priorities/scenarios and
response plans for 2009. The final workshop will take place in Nairobi on 8 and 9 September to finalise scenarios,
