Uganda: Museveni Tells Somalia to Strengthen Local Army

President Yoweri Museveni has urged the international community to assist the interim government of Somalia establish a strong army for the country.
According to a statement from State House, Mr Museveni, who was receiving credentials from new ambassadors and high commissioners at Entebbe on Monday, said without a strong army, war-torn Somalia cannot establish its authority.
"The army will help the government (Somalia) to establish its authority and levy taxes," President Museveni said. The President revealed that during the recent United Nations general assembly in New York, Somali stakeholders resolved to organise a summit on Somalia.
"The summit is in the offing and will be attended by representatives from the Somali government, Uganda and Burundi which have sent peace-keepers in Somalia alongside other stakerholders," Mr Museveni added.
The summit, the President said, will take place in Nairobi. The new Somali ambassador, Mr Sayyid Dahir, expressed his appreciation to President Museveni for Uganda's contribution to the peace process in his country. He said the Somali government lacks revenue because it cannot collect taxes.
"There is need for more talks and assistance by the international community, particularly Uganda, to ensure lasting peace in my country," Mr Dahir said. President Museveni told the new Italian envoy, Mr George Napolitano, that Uganda produces food but lacks the capacity to process it and appealed for Italian assistance in agro-processing industries. The other new envoys are from Burundi, Libya, Ireland, Denmark and Britain:
