Somalia: Can Somalia have a new President soon?

The Transitional Federal Parliament (TFP) extended its term for a further 3 years on 3rd February 2011, few days after IGAD Heads of States meeting on 30th January 2011, which stressed the urgent need to extend the term of the parliament in order to avoid constitutional crisis before 20th February 2011. If the TFP were to extend its term or make necessary amendments, the deadline to do this is 20th February 2011. Soon after the TFP’s decision the International Community (IC) publicly rejected the decision by claiming that it was unilateral decision and such decision required the discussion and consultation with the International Community. On one hand the IC publicly state that they do not want to interfere the affairs of Somalia and on another hand like this one they cry loudly to show that Somalia cannot reach decisions unilaterally.

It is clear that the decision by the TFP was reached hastily without due consideration of proper procedure which required at least few days of discussion and debates to the way forward. It is also evident that there are several options available to TFP, which in my own opinion was not put on the table for what ever reason. Somalia TFP is the only legislative body that can reach important decisions within few hours, example, TFP can dismiss the Prime Minister by show of hand, without proper debate and discussion on the matter. This ill administered parliament should be stopped immediately, and the Speaker should be Speaker and not the one who makes decisions. This can only happen if we were to select our MPs with strict criteria and at the same time the TFP should have procedure to follow on each session without failure.

The question arises from here is what will happen in the next few weeks? In my humble opinion I would like to share with you what I think should happen the next few weeks:

  1. The TFP to start debate on the way forward which includes reviewing of the 3 year extension. All options available should be put on the table. This process requires at least five sessions (progressive sessions).
  2. The issue of the draft constitution and transitional tasks to be finalized as soon as possible, at least the procedure and time line to be finalized.
  3.  In order to move forward beyond August, the top priority should be how the TFP and the TFI can have legitimacy, and fair election. More importantly how can the TFP be reformed. Reform means reducing the size from 550 to 190 and at the same time selecting competence MPs that can be accountable to its people.
  4. Can the current cabinet which brought some kind of hope and aspiration remain in post while all above reforms can take place? I am not sure, but innovative ideas and ways require exploring at this early stage.
  5. What will happen to ASWJ? Is there a way that ASWJ can be part of the new TFP? Why not?
  6. Lastly, how can the TFP ensure that they select future leaders that are free from manipulation and corruption? More importantly, it is not only imperative but very crucial that future leaders are accountable to its people and can make a real difference to its people.  There are lots of individuals that have an interest of becoming future leaders, some of them are as follows:

1. Sheikh Sharif Sheikh Ahmed 

2. Sharif Hassan Sheikh Aden

3. Ahmed Abdisalam

4. Mohamed Abdullahi Omaar

5. Maslah Mohamed Siad

6. Abdirahman Eng. Yarisow

7. Mohamed Abdullahi Mohamed (Farmajo)

8. Mustaf Dhuhulow

9. Abdiwahid Gonjeh

10. Ali Madobe

And others.

Sheikh Sharif is the only individual that knows all the ills of the current situation and if he is given an opportunity, I am sure he can make a difference. Failing him to succeed, Eng. Yarisow will do well and he will deliver and make difference to the people of Somalia and to the International Community. But will he put his name forward? My humble opinion tells me that he will not put his name forward at least for now. Also Farmajo has showed that he can do business. He is committed individual, nationalistic, technocrat, and has done a lot within a short period. But will he put his name forward is the question everyone is asking for. Ali Madobe is another person that can get the support of the IC, but will he get the support of MPs?
