Ugandans train new Somali army

Mogadishu Tuesday, 16 December 2008 SMC

Uganda is training over 500 Somali forces to pacify the strife-torn country under administration of a shaky transitional government in Mogadishu facing armed insurgents.

The troops have begun military training at the remote Bihanga UPDF training wing in Mbarara, military officials who did not want to be named told Daily Monitor on Friday.

The training of Somali forces on the Ugandan territory drags Uganda, which has deployed a 1600- strongpeace- keeping contingent into the murky waters of Somali politics.

It also makes the country a target for the insurgents with links to al-qaeda, who have warned foreign countries against contributing peace keepers or risk being attacked.

The Defence Ministry on Friday confirmed training of the Somali troops in Uganda. "They are there and we are simply implementing the mandate of the peace keeping force," Army spokesman.

Paddy Ankunda said. He said Uganda is exhibiting the same spirit of Pan-Africanism as exhibited by Tanzania, Kenya and Rwanda to train Somalia security forces.

When asked about the duration of the training, Maj. Ankunda said the Somali forces will take between six to nine months as is the case in UPDF.

"The country (Uganda) contributed and we have support from the African Union," he said when asked about the source of funding for the troops. Uganda has also trained senior Somali police officers in managing police stations.

In the UN Security Council resolution passed on December 6, 2006, that established African protection and training mission in Somalia to help defend the troubled country's Transitional Federal Institutions (TFIs), the forces were charged with: protecting members of the TFIs, training the security forces to provide their own security and helping re-establish national security forces.

The forces were also mandated to monitor progress on dialogue between the TFIs and the Islamic Courts Union, which opposes TFIs; and ensuring the free movement and safety of all those involved in the dialogue process.

Under the resolution, the arms embargo on Somalia was partially lifted to allow the supply of "weapons and military equipment and technical training and assistance intended solely for" the new force.

Uganda and Burundi are the only African countries to have deployed peacekeepers to the Somali capital so far. But AU wants the number to reach some 8,000 African troops to help restore law and order in the Horn of Africa.
